10th Annual APS-HRMnet Conference (2025)
Introduction & Background
Governments worldwide need skilled and ethical human resources to achieve national, regional, and global development goals. The African Public Sector Human Resource Managers’ Network (APS-HRMnet) was established to professionalize human resource management across Africa’s public services and ensure effective, efficient, and innovative service delivery to citizens. In today’s rapidly changing environment, resilient governance, digital transformation, and inclusive HR practices are critical.
The 2025 Conference theme — “Human Resource Management and Development in Public Service: A Catalyst for Africa Agenda 2063” — underlines HR’s central role in delivering the continent’s aspirations.
APS-HRMnet Structure
Members’ Assembly – highest decision-making body for sharing insights and setting strategy.
Executive Council – implements decisions and strategic plans.
Secretariat – manages daily operations, communications and supports national focal points.
The Network promotes training, knowledge exchange, ICT use, and implementation of the Africa Charter on Values of Public Service to modernize HR across Africa.
Human Resource Management & Agenda 2063
Historically, HRM in African public services was undervalued, focusing on routine administration rather than strategic leadership. Reforms since 2007–2009 (AGF7, AAPAM, Arusha Workshop) recognised HR as key to institutional capacity.
Professional HRM is essential to deliver Agenda 2063. The focus areas include:
Building a Capable Public Service (merit-based recruitment, retention, capacity-building).
Good Governance & Accountability (performance management, ethical leadership, transparency).
Innovation & Digital Transformation (e-governance, readiness for the Fourth Industrial Revolution).
Inclusive, Gender-Responsive Workforce (women in leadership, youth employment, diversity).
Regional Integration (cross-border mobility, mutual learning and knowledge sharing).
History
APS-HRMnet was endorsed at AAPAM’s 30th Roundtable Conference (Accra, 2008) and launched in Arusha (2009).
Sierra Leone’s HRM evolution moved from colonial rules to a modern HRMO-led framework with biometric payroll, HR Hub, performance management, gender equality laws, and a new Public Service Academy. Hosting the 2025 Conference reflects Sierra Leone’s leadership in HR professionalisation and reform.

Full papers due 12 Oct 2025.
