“To champion transformative human resource leadership within Kenya’s Public Sector by fostering excellence, innovation, and strategic alignment with continental goals—contributing to a resilient, ethical, and globally competitive African public service.”
“To cultivate a dynamic community of public sector HR practitioners – empowered to lead with integrity, influence policy, and engineer people-driven solutions that elevate governance, inspire progress, and secure Africa’s public service future.”
The Africa Public Sector Human Resource Practitioners Network (APS HRP-Net) was established in 2009 during the Conference of the African Association for Public Administration and Management (AAPAM) held in Mbabane, Eswatini (formerly Swaziland) under the auspices of the Conference of African Ministers for Public Service (CAMPS).
The Network is comprised of five regions within Africa: Western Africa, Eastern Africa, Central Africa, Northern Africa, and Southern Africa.
The network’s establishment was in response to the:
Need to modernize and professionalize public sector human resources to achieve effective and efficient service delivery to the citizenry;
Strategic goals and commitments of the African Countries at the global, regional and national levels;
The Africa Peer Review Mechanism (APRM) and APS HRM-net are institutional constituents of the African Union Specialized Technical Committee (STC) No.8 on Public Service, Local Government, Urban Development, and Decentralization.
We uphold the highest standards of ethical leadership and accountability.
We commit to advancing mastery and transformative HR practices.
We embrace bold ideas, smart technologies, and future-ready strategies to reimagine HR in the Public Sector.
We foster inclusive partnerships for shared learning and collective progress.
We invest in the growth and strategic positioning of HR professionals as key change makers in governance.
We drive measurable changes by influencing policy, strengthening systems, and shaping resilient institutions.
On this last day of the 9th conference, the hosts have given us a special treat; a fully paid trip to Ngorogoro Crater, a conservation area. We are grateful to the government of the United Republic of Tanzania. Asante
